I love this report! Anyone who has seriously used Yahoo! Answers in their marketing efforts will know that it can do wonders for sales, buzz creation and especially capturing leads, when done properly.
Answer web sites such as Yahoo! Answers are a part of such sites that search engines, such as Google, love and rank highly. It would be smart to capitalize upon the search engine rankings these sites get, including individual question and answer pages, in the same way that people use classified ads sites, article sites like Ezine Articles, social sites, etc.
It's a no brainer.
While I am not as experienced as you are with this specific type of strategy, and your expertise does shine through the report, I know enough to realize that you do know what you are talking about based on my experiences.
After all, some rules transcend across different models and will always be applicable to many different kinds of promotional "animals" holding fast to real psychological triggers including internal and innate "BS" detectors... You hit that point home and your suggestions are without a doubt truthful and the way it needs to be.
I like where you are getting at right at the beginning, which is scaling. Just like it would be short sighted to, as an example, only capitalize upon Google for SEO and PPC campaigns while ignoring Yahoo! and MSN and their PPC systems, so too would it be foolish to only focus on any one other form of promotion and leveraging platform while ignoring others --- In the case of your report, Yahoo!
